The Shire of Pingelly is introducing the Residential Park – Home Package, an innovative housing solution designed to help address the local accommodation shortage.

Whether you're looking to relocate for work, establish your first home, invest, or enjoy country living, the Home Package provides an affordable and flexible alternative to traditional housing.

Home Package:

Lease the Land ($150/week)

Residents lease a fully serviced site from the Shire of Pingelly under a 5-year lease agreement.

Weekly Site Fee $150 per week

The weekly lease fee includes:

  • Power
  • Water
  • Sewerage

Sites range in size from approximately 150m² to 200m².

At the conclusion of the lease, it may be renewed for a further five years, subject to the dwelling being maintained in good condition and both parties agreeing to continue the arrangement.

Please note: A maximum occupancy period of five years applies to each tenant/occupant. This does not prevent the home from being leased to a different tenant in the future.

Legislation

The Home Package operates under the Residential Parks (Long-stay Tenants) Act 2006, which provides a clear legal framework governing long-term residential park accommodation in Western Australia.

The lease uses the standard Site-Only Long-Stay Agreement prescribed under the legislation, providing protections and responsibilities for both the Shire and tenants.

Home Option A: Purchase/Finance a Transportable Home

Choose from a modern one or two-bedroom transportable home.

Homes may be:

  • Purchased outright
  • Financed through a finance provider
  • Purchased using a combination of cash and finance

  • Compliance with the National Construction Code (Building Code requirements)

*Finance repayments are indicative only and will vary depending on your lender and loan terms.

Home Option B: Tiny Home Without Wheels (THWW)

Compliant Tiny Homes Without Wheels (THWW) may also be installed on leased sites under the Home Package.

Tiny Homes on Wheels are not permitted.

What Happens After Five Years?

At the end of the initial lease term, you may renew your lease for a further five years, provided:

  • the dwelling has been maintained in good condition; and
  • both parties wish to continue the arrangement.

You retain full ownership of your home throughout the lease.

If you decide not to renew, you may:

  • relocate your home
  • sell it on-site (subject to approvals)
  • move it to another location

There is no requirement to surrender the dwelling to the Shire.

A Pathway to Traditional Housing

Transportable homes can typically be installed and ready for occupancy within 12–15 weeks, compared with 10–14 months for many traditional homes.

The Home Package allows you to:

  • Live in your home while saving for a traditional house
  • Build equity through home ownership
  • Purchase freehold land in the future
  • Rent out your transportable home (subject to applicable approvals)
  • Sell your home and use the proceeds as a deposit towards a traditional home

Transportable dwellings can be installed and ready in 12-15 weeks. There is the option to rent it out or live in it for 5 years while you save or build equity for a traditional house on a freehold title. At year 5, either sell your transportable dwelling and use the capital as a house deposit or keep renting it to subsidise a mortgage on your freehold land.
